Key Takeaways
- You can choose from six licence packages. All of them last one year and come with a flexi desk lease (zone company set-up page, as of October 2026).
- The smallest is the Community Support licence, for a single owner with no visa. The largest is Business Multi Visa, with room for a 15-visa quota.
- A new fee schedule was approved by Decision No. 4 of 2026. You'll only find the amounts in the zone's online cost calculator.
- You can register a sole establishment, a single-person LLC or an LLC with 2 to 50 partners. The zone doesn't state a minimum capital.
- At GITEX Global 2024, Creative City and Fujairah Municipality announced they would work together on a dual licence. Its terms haven't been published.
Creative City Fujairah is a good place to look if you run a media or creative business and want a small free zone company. Each free zone has an authority of its own that licenses companies and sets their rules. This one calls itself the UAE's oldest media free zone. It's run by the Creative City Free Zone Authority from creativecity.gov.ae, which says the zone began in 2007. Its website explains how the packages are built, but you won't find prices there.
For Fujairah's other zones and its mainland option, see company setup in Fujairah. The bigger picture for the whole country is in company setup in the UAE.

What Creative City is and who it suits
The zone presents itself as a home for media companies, and one of its packages includes help with a media licence. Even so, check that your activity is accepted before you start comparing packages. Your licence activity is the exact business you may carry out, picked from an official list.
If you want to visit, the office is on the M1 floor of the Twin Towers in Mraisheed, Fujairah. The toll-free number is 800 322 39. It's staffed Monday to Thursday from 8:00 to 16:00 and on Friday from 7:30 to 12:00. Renewal requests go to Sales@creativecity.gov.ae.
Creative City Fujairah legal forms and capital
You can register your business in one of three forms:
- a sole establishment, owned by one person
- a limited liability one-person company (SP-LLC)
- an LLC, which needs at least two partners and can have up to 50
The zone's page on legal forms gives no figure for share capital, the money the owners commit to the company. The page doesn't say anything about who must act as manager either.
So ask what minimum capital applies to the form you have in mind, and whether you must pay it in before the licence is issued. Keep the zone's reply.
The six Creative City licence packages
All six packages last one year and include a flexi desk lease, which is a shared workspace rather than a private office. They differ in how many activities, owners and visas you get. The zone doesn't list any prices next to them.
- Community Support: 1 activity, one owner, no visa.
- Media: 3 activities, no visa, plus support with a media licence.
- Entrepreneur: 5 activities, up to 2 owners, no visa.
- Smart: 5 activities, up to 3 owners and 1 free visa.
- Business One Visa: 5 activities, up to 4 owners and a quota of 5 visas, with 1 of them free.
- Business Multi Visa: 5 activities, up to 6 owners and a quota of 15 visas, with 2 of them free.
Your package depends on the number of owners and on the visa quota, which is how many residence visas your company may apply for.
Working alone and need no visa? Community Support or Media will do. With two owners, you start at Entrepreneur. The first free visa comes with Smart, and you need Business One Visa for a quota of 5. Business Multi Visa is the only package that takes six owners or a quota of 15.
One detail is unclear. The zone puts an asterisk next to the 2 free visas on Business Multi Visa and doesn't say why. Ask what it means.
What the 2026 fee schedule publishes
The Ruler of Fujairah approved a new fee schedule with Decision No. 4 of 2026. The zone reported this in a post on its site dated 29 June 2026. The post doesn't list any amounts. Instead, the zone sends you to its cost calculator.
The only fee printed anywhere on its pages is on the Essentials page. A salary certificate costs AED 500 (as of October 2026).
When you're ready, request the fee schedule that will apply on the day you apply. Make sure it shows government fees separately from the zone's own service charges.
Remote set-up, offices and visas
You don't have to travel to Fujairah to set up. The zone's FAQ says you can form a company without being there in person, and that you can operate your business anywhere.
Want an office outside Creative City? You'll need a no-objection certificate, which you request through customer service. The zone says it helps companies find offices outside the zone.
Owners and their staff can get residence visas. For a new visa you hand in a signed form, a copy of the passport, the trade licence and proof of health insurance. The zone asks for the insurance as part of visa stamping. How many visas you can have depends on your package.
Dual licence with Fujairah Municipality
A dual licence would let a free zone company also trade on the mainland, meaning anywhere in the emirate outside a free zone. Creative City and Fujairah Municipality have talked about one. The zone says the goal is a simpler licensing process. It hasn't published the terms, the activities covered or the fees, so check with Creative City whether the dual licence is available yet.
There's a related gap. The FAQ says you can operate your business anywhere, but it doesn't say what licence that takes. Until the zone and the municipality confirm the terms, find out whether work for customers outside the zone needs a mainland licence. The Fujairah guide linked above explains how mainland licensing works in the emirate.
Questions to ask before applying
Send these questions to the zone and get the answers in writing. Keep the replies with your company records.
- Which fee schedule applies on the day I apply, and what will my package cost under it?
- What minimum capital applies to my legal form?
- How many visas does my package allow, and what does each extra visa cost?
- What does the asterisk on the Business Multi Visa package mean?
- What are the terms, fees and eligibility rules for the dual licence with the municipality?
Federal rules apply here just as they do in every emirate. If your company was incorporated on or after 1 March 2024, it has to register for Corporate Tax within 3 months (Federal Tax Authority Decision 3 of 2024), as of October 2026. A corporate tax consultant can look at your free zone tax position before you file. To compare quotes from different zones, use the cost guide.
AdvisoryHub may receive a fee when you request an introduction; it does not affect the information on this page.
