2026 update: The 5% VAT rate is unchanged, but mandatory e-invoicing is being introduced (Ministerial Decisions No. 243 and 244 of 2025). A pilot begins 1 July 2026, with large businesses (revenue ≥ AED 50m) required to issue structured Peppol PINT AE e-invoices from 1 January 2027, and smaller businesses from 1 July 2027.

UAE VAT applies at 5% on most goods and services. Businesses with taxable supplies exceeding AED 375,000 per year must register mandatorily.

Zero-rated supplies (0%): Exports, international transport, investment-grade precious metals, certain healthcare and education services.

Exempt supplies: Bare land, residential property (first sale by developer may differ), local passenger transport, and certain financial services.

Filing frequency: Quarterly for most businesses (within 28 days of quarter-end). Monthly for businesses with annual taxable supplies above AED 150 million.

E-invoicing (phased from 2026): The UAE is introducing mandatory electronic invoicing (Peppol PINT AE format) for B2B and B2G transactions. A pilot runs from 1 July 2026; businesses with annual revenue of AED 50 million or more must go live from 1 January 2027 (appointing an Accredited Service Provider by 30 October 2026), and smaller businesses from 1 July 2027.
