Key Takeaways
- You can get a trading, consultancy, service or industrial licence from the zone, or a freelancer permit. A commercial licence can hold 10 similar activities or 3 different activity categories.
- Your shareholder count decides the legal form: an FZE for one shareholder, an FZC for 2 to 50, or a branch of a company that already exists. All of them have limited liability.
- Every company has to name a real person as manager, director and secretary. The same person can be both director and secretary.
- The application works from abroad. For visa stamping, biometrics and the medical test you have to be in the UAE (START package page, as of October 2026).
- The licence covers the zone and nothing beyond it. Sales elsewhere in the UAE need a licensed agent, representative or distributor.
Most business setup in Umm Al Quwain goes through one body, the UAQ Free Trade Zone (UAQ FTZ). Free zones are areas with their own authority and their own licensing rules. This one licenses the companies inside its area, sponsors their visas and decides which legal forms they can take. Mainland licences, for business anywhere in the emirate outside the zone, come from a separate department. Our overview of company setup in Umm Al Quwain explains that option, and company setup in the UAE compares the choices across the country.

Licence classes and activity limits
The zone issues trading (commercial), consultancy, service and industrial licences. There's also a freelancer permit for talent, creative and selected administrative roles. Which one you need depends on how many activities your business has to list. Activities are the exact lines of business you may carry out, and you pick them from an official list.
A commercial licence gives you the most room. It can combine 10 similar activities or 3 different categories. Consultancy, service and freelancer permits allow two activities each. In all, the zone says it covers over 1,500 business activities (zone licences page, as of October 2026).
The same page mentions a dual licence in the same entity. Don't mistake this for a mainland licence. It means your zone company holds a second licence category inside the zone.
FZE, FZC and who must be named
How many shareholders you have decides the legal form. With one shareholder you form an FZE, a Free Zone Establishment. With two to fifty you form an FZC, a Free Zone Company. A company that already exists, abroad or elsewhere in the UAE, can register a branch instead. According to the zone's licences page, every entity formed in the zone has limited liability. That means the owners' risk is limited to what they put into the company.
You also have to name a natural person, so a real individual and not a company, as manager, director and secretary. Under the Company Regulations (2014), one person can be director and secretary at the same time. Each company needs a registered office in the zone as well. The smallest facility that counts is a shared workstation.
The START package allows up to 5 shareholders. For the capital rule that comes with these legal forms, see the UAQ capital and cost guide.
UAQ free zone remote setup and the steps that need you in the UAE
Most of the process works from abroad. The zone's benefits page says you don't have to visit the zone office to form the company. The START page names the exception. You do need to be in the UAE for visa stamping, biometrics and the medical test.
On the steps page you pick a facility (office, warehouse, land or co-working) and a visa band of under 5, under 10 or over 10. The downloads page has the zone rules, the Company Regulations and the forms. Among them are the visa application and the specimen signature and UBO undertaking. UBO stands for ultimate beneficial owner, the real person who in the end owns or controls the company.
Before anyone books a flight, check which documents the manager has to bring. A short email to the zone can settle it. A licensed adviser who works with the zone can tell you too.
Port, logistics and manufacturing fit
The zone grew up around the Ahmed Bin Rashid Port, which it dates to 1987. Its port page lists four berths, an 845 metre quay and a 23-hectare yard. There are 13,000 square metres of warehouse space and 118,000 square metres of land for light industry.
You can rent a warehouse by the day, for a short term or for a long term. Land leases run for up to 25 years. The zone's about page puts it about 45 km from Dubai. Hutchison Ports runs the port, and the zone gives 2017 as the year the contract was awarded and 2018 as the year operations started.
Which of these you need depends on what you'll do there. Keeping goods for a few days fits the warehouse terms. Building or assembling products fits the land lease. A consultancy or an online business needs neither and can start from a co-working desk.
Selling inside the UAE
A UAQ FTZ licence is valid only in the zone. To market your goods or services elsewhere in the UAE, the zone's rules say you need an agent, representative or distributor licensed by the relevant authority.
Where your customers are decides what you should do. When most of them are in the UAE, build the cost of an agent or distributor into your plan. You could also look at a mainland licence from the Umm Al Quwain Department of Economic Development. When most of your customers are abroad, the zone licence alone may be enough.
Visas and bank account basics
Residence visas for licensees are sponsored by the Authority alone. It decides how many each licence gets at its absolute discretion (zone rules, March 2015 edition). Expect to pay a cash deposit for each employee it sponsors. START comes with one investor visa, and you pay separately for any more.
START also lists help with opening a bank account. In practice that's an introduction to the bank, and the bank makes the decision. Central Bank guidance, listed as in force from 7 November 2025, requires banks to verify who their customers and beneficial owners are.
Tax registration has a deadline too. A company incorporated on or after 1 March 2024 must register for Corporate Tax within 3 months, under Federal Tax Authority (FTA) Decision 3 of 2024 (as of October 2026). Income in a free zone isn't always treated the same way. A corporate tax consultant can confirm the position for your income before you file.
AdvisoryHub may receive a fee when you request an introduction; it does not affect the information on this page.
