E commerce license Dubai, three routes for an online seller

Three licence routes for online sellers, with the liability, permit, VAT and cost points that decide between them.

Quick Answer

An online seller in Dubai has three licence routes: the home-based e-trader licence, a free zone e-commerce licence or a mainland LLC. The e-trader licence is a sole proprietorship with unlimited personal liability, and VAT registration becomes mandatory when taxable supplies and imports exceed AED 375,000 (FTA, as of October 2026).

Key Takeaways

  • Dubai's e-trader licence is a home-based sole proprietorship for online sellers, so the owner's liability is unlimited (dubai.ae, April 2026).
  • E-trade licences need approval from TDRA, and Federal Decree-Law 14 of 2023 lets digital traders sell only goods and services legally approved for trade.
  • VAT registration is mandatory when taxable supplies and imports exceed AED 375,000 and voluntary from AED 187,500, with 30 days to apply once liable.
  • A free zone e-commerce licence needs a Resolution 11 of 2025 route, such as the AED 5,000 six-month permit, to sell to Dubai mainland customers.
  • Marketplaces publish their own seller rules, so read the seller page of each one before you choose a licence.

An e-commerce license in Dubai can mean three different documents: the home-based e-trader licence, a free zone e-commerce licence or a mainland LLC. The right one depends on where you sell, who you sell to and how much personal liability you accept. The liability, permit, VAT and cost points that settle it are set out below, as of October 2026.

Three licence routes for an online seller

The routes are the Dubai e-trader licence, a free zone e-commerce licence and a mainland licence held by a company such as an LLC. Dubai's official guide lists E-Trader as one of five licence types, next to industrial, commercial, professional and dual (dubai.ae, October 2026). The other two routes sit under a free zone authority or under the Department of Economy and Tourism (DET, formerly DED).

Abu Dhabi has its own home-based licence. Gulf News described the Tajer licence in November 2022 as the route for UAE residents selling online. In September 2026 ADDED extended by one year the period in which Tajer holders may work without physical premises. The Abu Dhabi hub is the place to start for that licence.

The Dubai e-trader licence: who it suits and its limits

E-trader licences are home-based, issued from your place of residence in Dubai (dubai.ae, April 2026). Each is a sole proprietorship for people who sell through social media or online platforms. It suits one owner with no staff and a product list that is simple to approve.

Two limits decide most cases. A sole proprietorship has no separate legal personality, so the owner's liability is unlimited, whereas an LLC limits liability to its capital (dubai.ae). And every e-trade licence needs approval from the Telecommunications and Digital Government Regulatory Authority (TDRA). Federal Decree-Law 14 of 2023 on modern technology-based trade adds that digital traders may sell only goods and services legally approved for trade in the UAE.

DET and the Dubai Chamber set the e-trader fees, and, as of October 2026, eligibility by nationality is a question for DET. Ask both for the current figures in writing before you plan around any total.

The product itself is the second weak point. Advisers commonly report that approvals for categories such as cosmetics, supplements, electronics and food are the step sellers skip, because a licence that says e-commerce does not clear the product, and that selling such a category without approval brings fines and blocked marketing. Ask TDRA and the product's regulator before you order stock.

Free zone e-commerce licences and fulfilment zones

Several free zones sell e-commerce licences. RAKEZ lists an e-commerce licence among its licence types (October 2026). Dubai CommerCity, run by the Dubai Integrated Economic Zones Authority, lists trade, service, industrial, e-commerce and general trading licences plus a dual licence with DET that needs no physical office space (zone page, October 2026). For a wider view, see the free zones in the UAE, listed by emirate.

Free zone companies can be wholly foreign owned. A free zone licence does not by itself cover sales to Dubai mainland customers; that needs a route under Executive Council Resolution 11 of 2025. The routes are a mainland branch, a branch operating out of the zone at AED 10,000 a year, and a temporary permit of up to six months at AED 5,000. The temporary permit is the Free Zone Mainland Operating Permit, launched on 8 October 2025. It costs AED 5,000 for six months, needs a Dubai Unified Licence and covers trading in its first phase of non-regulated activities (Dubai Media Office). These routes cover Dubai only.

Not every free zone is a VAT Designated Zone. Only zones named on the Federal Tax Authority's Designated Zones list, and meeting the Article 51 conditions of the VAT Executive Regulation, can be treated as outside the UAE for VAT on goods. Check the list and your zone operator, and note that a Corporate Tax Designated Zone is a separate question.

On Corporate Tax, sales to consumers are transactions with natural persons, which Ministerial Decision 229 of 2025 lists among Excluded Activities. That income is not Qualifying Income. A free zone e-commerce company selling to consumers should plan for the standard bands, 0% up to AED 375,000 and 9% above, and not for the QFZP 0% rate. The position for your model is a question for a corporate tax consultant.

When a mainland LLC is needed

A mainland LLC fits when you hold stock or staff on the mainland, when a buyer wants a mainland counterparty, or when you want liability limited to capital. DET licenses them in Dubai, and most Dubai mainland licences need a leased, registered address, so ask DET whether your activity does. The mainland LLC route and the trade licence guide set out the steps.

Marketplaces publish their own seller requirements. Read the seller registration page of each marketplace you plan to use, and ask whether it accepts a free zone licence or an e-trader licence, before you pay for either.

Payments, VAT and marketplaces

VAT registration is mandatory when taxable supplies and imports exceed AED 375,000 over the past 12 months or are expected to within the next 30 days. It is voluntary from AED 187,500 of supplies, imports or taxable expenses (FTA, as of October 2026). The application is due within 30 days of becoming liable. The VAT penalty regime was reset by Cabinet Decision 129 of 2025, in force from 14 April 2026. Late registration costs AED 10,000 under the Ministry of Finance consolidated text of Cabinet Decision 40 of 2017 (Table 1, row 3; read October 2026), so confirm the figure in the FTA's current penalty table. The FTA registers you from the date liability began.

Payment gateways and marketplace payout accounts run their own onboarding, separate from your bank. Each asks for the licence and the activity, so check eligibility for your licence type with each gateway before you build the shop around it. VAT registration and bookkeeping can be handed to an accounting firm from the first sale.

Cost lines and renewal

No single price applies to an e-commerce licence, because it depends on the route, the activity and the premises. These are the published lines as of October 2026, each with its label.

Zone licence prices are packages that each zone sets, so ask the zone for its fee sheet for the e-commerce activity. Ask also what renews, when and at what price. A renewal quote that differs from year one is how a headline price misleads, and the cost guide for the UAE shows how to build the full estimate.

Choosing by sales channel

Match the licence to where the orders come from.

  • Social media or WhatsApp sales to UAE consumers by one owner with simple products: the e-trader licence, if your nationality is eligible.
  • Your own online store with goods that need approvals or stock held in the UAE: a mainland LLC or a free zone company with a Resolution 11 route.
  • Sales to retailers or on marketplaces, with staff or visas: a mainland LLC, or a free zone company with a route into Dubai.
  • Customers abroad only: a free zone e-commerce licence.

Doing this alone is fair for one natural-person owner with a standard, non-regulated product, no corporate shareholders and no staff. Weak points even then are the product approvals, VAT registration and the bank file. The step-by-step guide to setting up in Dubai yourself follows them in order, and a solo seller of digital services may be closer to the freelance permit route.

A first sale to a retailer or marketplace, a first employee or a first visa marks the upgrade moment. That is when a structure review is worth paying for. A company is a different legal person from the sole proprietor, and in practice the licence and the bank file then start again.

Frequently Asked Questions

What is the difference between an e-trader licence and a free zone e-commerce licence?

The e-trader licence is a home-based sole proprietorship issued by Dubai for online sellers. A free zone e-commerce licence is issued by the zone to a company, and selling to Dubai mainland customers then needs one of the routes in Executive Council Resolution 11 of 2025.

Does an e-trader licence give me limited liability?

No. The e-trader licence is a sole proprietorship, so the owner's liability is unlimited, while an LLC limits liability to its capital (dubai.ae, October 2026). If you want limited liability, a mainland LLC or a free zone company is the route.

When must an online seller register for VAT?

VAT registration is mandatory when taxable supplies and imports exceed AED 375,000 over the past 12 months, and voluntary from AED 187,500 (FTA, as of October 2026). The application is due within 30 days. A firm summary lists late registration at AED 10,000 under the reform of 14 April 2026; confirm it in the FTA's table.

Can a free zone e-commerce company sell to customers in Dubai?

Only through a route in Executive Council Resolution 11 of 2025: a mainland branch, a branch operating out of the zone at AED 10,000 a year, or a six-month permit at AED 5,000, which is the Free Zone Mainland Operating Permit launched on 8 October 2025. These cover Dubai only; other emirates need their own licences.

Do I need TDRA approval to sell online?

Dubai states that e-trade licences need approval from the Telecommunications and Digital Government Regulatory Authority. Federal Decree-Law 14 of 2023 also lets digital traders sell only goods and services legally approved for trade in the UAE, and some product categories carry their own approvals.
